Municipalities may transfer sewer networks to the Ruhrverband

The transfer of the sewer network to the Ruhrverband creates the conditions for competent, reliable and stable urban water management from a single source.

On the basis of § 52 Para. 2 LWG, the municipalities have the right to transfer their tasks of collecting and transporting wastewater to the Ruhrverband.

The sewer network remains part of the public service even after the so-called sewer network transfer. The local authorities retain full control over their statutory, charging and planning sovereignty. Only the economic ownership of the sewer network as an unrestricted right of use is transferred to the Ruhrverband. The association pays the municipality a compensation amount for this, which it can use for municipal tasks or to reduce debt. The association transfers the expenses for the operation and maintenance of the sewer network annually to the transferring municipality by way of a levy.

For the member municipalities of the Ruhrverband, the transfer of the sewer networks to the Ruhrverband is not only financially attractive, but also an organisational simplification, as the legal requirements for sewer operation are becoming increasingly complex.
