The Ruhr is navigable for motorised vehicles from its mouth in the Rhine to Ruhr km 41.4 in Essen-Rellinghausen, Zornige Ameise. Between the confluence with the Rhine and the Schlossbrücke bridge in Mülheim an der Ruhr (Ruhr km 12.2), the Ruhr is a federal waterway and from here to Ruhr km 41.4 it is a state waterway.
The scope of the Ruhr Navigation Ordinance covers the section from the castle bridge in Mülheim/Ruhr (Ruhr-km 12.2) to the border of the administrative district of Düsseldorf near Essen-Burgaltendorf (Ruhr-km 47.8 right bank and Ruhr-km 49.32 left bank).

In the Ordnungsbehördliche Verordnung über die Zulassung und Reglung des Gemeinbrauchs an den Stauanlagen Hengstey- und Harkortsee im Regierungsbezirk Arnsberg, in the official gazette, issue 9 of 29 February 2020 under §9 traffic regulations paragraph (3), all vehicle traffic is prohibited at a water level of 323 cm at the Wetter gauge. This does not apply to work and control boats of the Ruhrverband or to boats of the rescue services in direct use.
