As a public corporation, Ruhrverband is obliged to organise its purchasing activities within the framework of invitations to tender above certain value limits. The award procedures are generally handled electronically in the award platform.

Procurement projects for supplies and services are always put out to public tender in accordance with the provisions of public procurement law (GWB, VgV, UVgO). Current tenders and awarded contracts are listed here. All documents relating to current tenders are available to interested parties in full and without barriers on the ELViS procurement platform from subreport. Free registration with subreport is required to participate in the tendering process.

The central procurement office of the Ruhrverband for tenders for supplies and services provides the tender documents for open procedures and public tenders exclusively electronically via the "ELViS" procurement platform from subreport. All tender documents, which must be completed, uploaded and returned by the bidder via the tendering platform, are made available as PDF forms, Word files, Excel files or GAEB files.

Like the procurement procedure for contracts, the design of the contracts concluded by Ruhrverband is also subject to regulation by public procurement law. This results in certain contract contents that are summarised in the Ruhrverband's application and award conditions and contract terms and in the Ruhrverband's instructions on safety against accident and health hazards. Depending on the subject matter of the contract, the tender documents may also include specified special or additional contractual conditions.
